The majority of the 50 states allow law-abiding citizens to apply for a Right to Carry (Concealed) permit. Maryland is one of them, although I heard they seldom approve applications. http://www.mdsp.org/services/licensing.asp If West would've had a valid permit, the most he would've gotten was probably a speeding ticket and/or reckless driving. Although I think it is illegal to carry a loaded shotgun on a public highway in Maryland, your article doesn't state if the shotgun was loaded or not. PLEASE GET YOUR INFO STRAIGHT.
